Dr. Saman Kelegama, Executive Director, IPS represented the Sri Lankan academia at the WTO Ministerial  meeting at Hong Kong during 13-18 December. He presented a paper at the Hong Kong Trade and Development Symposium organized by the ICTSD and Hong Kong University . The paper on "South Asian Incorporation in All Asian RTAs" was under the Session 10.3 on Rationalizing Regional Arrangements in the South -- Before and After Hong Kong organized by the IDRC, Canada .

Hon. Jeyraj Fernandopulle, Minister of Trade, Commerce, Consumer Affairs and Highways led the Sri Lankan delegation at the 6th WTO Ministerial. A two-day workshop on Training of South Asian Economic Journalists on Bilateral Trade Agreements organized by the IPS in collaboration with the UNDP Regional Centre in Colombo and South Asian Centre for Economic Journalists, Islamabad, was held at Club Hotel Dolphin, Waikkal, on 3-4 December, 2005. Mr. Nivard Cabraal, the Economic Advisor to His Excellency the President and Secretary, Ministry of Plan Implementation, was the Chief Guest at the Inaugural Session.

Post Tsunami Recovery: One Year On, BMICH, Colombo,

A seminar on Post Tsunami Recovery: One Year On organized by the IPS was held at the BMICH on 1-2 December, 2005. The proceedings commenced with the presentation of a report titled “Post Tsunami Recovery: Issues and Challenges in Sri Lanka” prepared jointly by the IPS and the Asian Economics Centre, University of Melbourne in collaboration with the Asian Development Bank Institute, Tokyo. A copy of the report was handed over to the Chief Guest, Hon. Ratnasiri Wickramanayake, Prime Minister, Minister of National Disaster Management and Deputy Minister of Defense by Dr. Saman Kelegama, Executive Director, IPS.

Dr. Saman Kelegama, Executive Director, IPS delivered the Key Note Speech as the Guest of Honour at the 44th Annual General Meeting of the Ceylon National Chamber of Industries held at the Liberty Ball Room, Holiday Inn, 25 November. Dr. Kelegama spoke on the "Way Forward with Industrialization in the Era of Globalization”.

Dr. Saman Kelegama, Executive Director, IPS, delivered a speech on “Expectations of South Asia from the WTO Hong Kong Ministerial Meeting” at the Inaugural Session of the above Conference organized by Trade and Development (CENTAD), New Delhi, India.

The South Asia Year Book on Trade and Development: 2005 was released at this Conference by Mr. Gopal K. Pillai, Additional Secretary, Ministry of Commerce and Industry, Government of India.

Meeting on "Delivering on the WTO Round: A High-level Government-Business Dialogue for Development",

Dr. Saman Kelegama, Executive Director of the IPS, attended a meeting on "Delivering on the WTO Round: A High-level Government-Business Dialogue for Development" co-organized by the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP), the International Trade Centre (ITC), and the Government of Macau Special Administrative Region, from 4-6, October, 2005 in Macau, China.

Dr. Kelegama was the IPS/ARTNeT Respondent at the sub-session on "Multilateralizing Regionalism: Towards an Integrated and Outward Oriented Asia-Pacific Economic Area", held on 4 October 2005.

This session included a brief historical overview of a build-up of regionalism in the Asia-Pacific region including the mapping of existing RTAs with respect to their type and coverage. The Session analyzed various configurations and forms of regional ties, with particular focus on “hubs and spokes”. It closed with a discussion on some of the possible mechanisms that could disperse benefits enjoyed by parties in the RTAs to members of the multilateral trading system. The focus was on the ESCAP region as a key building bloc of an enhanced global partnership for development.

Sri Lanka: State of the Economy 2005 Released
Sri Lanka : State of the Economy 2005

The "State of the Economy" is an annual publication of the Institute of Policy Studies providing a rigorous assessment of Sri Lanka 's economic performance in light of policy developments in both the domestic and external environment. The report also highlights emerging socio-economic issues in key areas of medium-term policy relevance for the country.

The "State of the Economy 2005" report offers an analysis of key indicators of Sri Lanka's macroeconomic performance as well as developments in the global economy. In the backdrop of the massive human and asset losses resulting from the tsunami of December 26 2004, a slowdown in the pace of reforms and a ballooning oil import bill, Sri Lanka is expected to see a growth rate in the range of 5-5.5 per cent in 2005. The report notes that a weakening of the macroeconomic environment – manifested in a persistent build up of inflationary pressure from mid-2004 – will require that appropriate policies be adopted to confront and resolve growing structural imbalances if the country is to ensure an effective post-tsunami recovery.

Dr. Saman Kelegama, Executive Director, IPS made a presentation on “Aid” at the launch of the UNDP Human Development Report 2005 (HDR) held at the Sri Lanka Institute of International Relations, Colombo on 22 September, 2005.

An overview of the HDR 2005 was made by Abu Y.M. Selim, Country Director, UNDP followed by presentations and panel discussions on areas of trade, security, and regional perspectives.

International Conference: WTO Doha Round and South Asia : Linking Civil Society with Trade Negotiations,


The IPS organized an International Conference on “WTO Doha Round and South Asia: Linking Civil Society with Trade Negotiations” in Colombo on 22 September, 2005 in the run up to the forthcoming Sixth WTO Ministerial Meeting scheduled to be held in Hong Kong in December 2005.

The event touched on areas of agriculture, non-agriculture market access, services, trade facilitation and development dimensions of the Doha Agenda. Papers were presented from Nepal, Pakistan, India, Sri Lanka and Bangladesh, respectively on each of the issues.

The participants included representatives of the government, civil society organizations, business community and the academia.

IPS organized a presentation and discussion on “Post-Tsunami Recovery: Status, Issues and Challenges” as part of the consultation process for its on-going study on “Policy Issues, Lessons and Challenges for Post-Tsunami Sri Lanka” on 22 August, 2005 at the IPS Conference Room.

Participants included relevant stakeholders of the donor community, government, civil society organizations, and the academia.

The latest Report by the IPS , “Listening to those who Lost: Survey and Analysis of Rebuilding and Relocation of Tsunami Affected Households in Sri Lanka ” was launched on Friday 12th August, 2005 at the IPS premises with a press briefing to the media.

This Report was prepared by the IPS based on data collected together with MG Consultants and a team of supervisors and enumerators, and was funded by the World Bank. However, the report presents the views of the research team and does not necessarily reflect those of the IPS or the World Bank. The report presents and analyses the views of tsunami survivors on rebuilding, relocation and land issues, and is freely available from the IPS website.

Dr. Saman Kelegama, Executive Director of the IPS, made a presentation on “Trade in Services with India” at a Seminar on “Comprehensive Economic Partnership Agreement (CEPA) with India: Opportunities for Trade and Investment”, organized by the Ceylon Chamber of Commerce on 8 July, 2005.

In addition to Trade and Services, the seminar also focused on “Trade in Goods” by K.J Weerasinghe, Director General, Department of Commerce, “Trade in Financial Services with India” by Dr. H.N. Thenuwara, Director-Economic Research, Central Bank of Sri Lanka, “Enhancing Investment Opportunities with India” by Nihal Samarappuli, Director, Board of Investment, and “CEPA-Indian Perspective” by Sanjay Sudhir, First Secretary, High Commission of India in Sri Lanka.

Conference on “International Dimensions of the Sri Lankan Peace Process”

Dr. Saman Kelegama, Executive Director, IPS, made a presentation on “Economic and International Aid Dimension” at a Conference on “ International Dimensions of the Sri Lankan Peace Process”, organized by the Centre for Policy Alternatives during 8-9 July, 2005.

The Conference explored four key aspects of the international dimensions of the Sri Lankan Peace Process: security, mediation and facilitation, donors and international aid, and international civil society. The final session of the conference was devoted to the identification of steps that could be taken by international and local actors for conflict transformation and ensuring durable peace.

The Conference included participants from academia, civil society, policymakers and representatives of the international community.
